Condo fee hike

So the word has come down that my monthly association fee is going up in April. Mine is being boosted to $125, is this the same fee that everyone pays? If not, why not? I feel that any owner that has not been paying $100 every month should be brought up to that level before ordering the rest of us to spend more.
Personally, I am sick of always being our illustrious president's first choice when he is faced with a budget shortfall. What other options did Rich explore before he sent his letter demanding an increase?
